The new National Defense Authorization Act for 2026 would bring more than $900 billion in new funding to the Defense Department and include several significant changes in the areas of cybersecurity and communications.
Cybersecurity requirements apply to communications devices and mobile phones used by senior U.S. government officials and individuals performing critical national security functions.
Within 90 days of the bill’s passage, affected people will be provided with cell phones with “enhanced cybersecurity protections,” including encryption, constant monitoring, and permanent identifier obfuscation.

The bill also takes steps to create a “risk-based framework” detailing cybersecurity and physical security standards for machine learning and artificial intelligence technologies acquired by the Administration.
Security guidelines should also be developed to protect AI from state-sponsored technology sabotage and theft.
This will coincide with the creation of a comprehensive cybersecurity and governance policy for all machine learning and artificial intelligence systems used in the Department of Defense.
NSA and U.S. The dual responsibility of the command structure between Cyber Command is effectively enforced by prohibiting the use of DoD funds in any way that “could diminish or diminish the responsibility, authority, or organizational oversight of the commander of U.S. Cyber Command.”
The President recently appointed Army Lieutenant General Joshua Rood as the new head of Cyber Command and the National Security Agency. He currently serves as the Deputy Commander of the US Indo-Pacific Command.
The position is currently vacant and has remained so for the past eight months, after Trump ousted the former leader and reappointed several senior officials following a meeting with far-right activist Laura Loomer. Laura Loomer said the leaders were fired because of “disloyalty to President Trump” and that the administration “cannot accept Biden’s nomination” for a position at the NSA, “probably the most powerful intelligence agency in the world.”
